Minns Labor Government commits $190 million to deliver Windsor Road upgrade

More than 30,000 Western Sydney motorists who use Windsor Road each day are moving towards less congestion, with the Minns Labor Government committing an additional $190 million in the NSW Budget to the Windsor Road upgrade at Rouse Hill.

This investment is part of our plan to provide relief now and build for the future, easing pressure on families where we can while delivering the infrastructure growing communities will need for decades to come.

This funding comes after more than a decade of underinvestment by the former Liberal National Government, which left families in North West Sydney without the infrastructure and essential services needed to support these growing communities.

The Windsor Road upgrade will ease traffic pressure on local roads, improve safety and ensure quicker and more reliable journeys for local families, workers and businesses.

And it will deliver access to the new Rouse Hill Hospital – a project that was promised to local residents three times by the Liberal National Government but never delivered.

The new hospital and road upgrade will work together to ensure local families can access world class healthcare closer to home.

The NSW Government’s contribution to the Windsor Road upgrade totals $200 million, matching the Federal Government’s $200 million commitment to the $400 million project.

It will improve road capacity, traffic flow, safety and reduce congestion, while improving public transport connections in and around North West Sydney. This will be achieved through:

• Intersection improvements including at Windsor Road and Commercial Road
• Widening Windsor Road between Mile End Road and Commercial Road to three lanes plus a bus lane in each direction
• A new shared path along the eastern side of Windsor Road
• New and upgraded bus infrastructure including dedicated bus lanes connecting the T-way to Mile End Road

This investment builds on more than $7.4 billion the Minns Labor Government has funded for Western Sydney roads since 2023, with major upgrades being delivered to Richmond Road, Fifteenth Avenue and Elizabeth Drive.

Premier of New South Wales Chris Minns said:

“Families in North West Sydney are spending too much time stuck in traffic and not enough time with the people they care about.

“This Budget is about doing what we can to help families now while building the infrastructure and essential services our growing communities need for the future.

“The new Rouse Hill Hospital will be a game changer for the region and this road upgrade will help make sure people can get there safely and efficiently when they need it most.

“We’re getting on with delivering the roads and infrastructure that communities in Western and North West Sydney should have seen years ago.”

Deputy Premier and Minister for Western Sydney Prue Car said:

“Western Sydney is one of the fastest growing regions in Australia, and our infrastructure needs to keep pace with that growth.

“This investment in the Windsor Road upgrade will help reduce congestion, improve safety and make it easier for people to get where they need to go.

“After a decade of failed planning and underinvestment under the former Liberal and National Government, the Minns Labor Government is getting on with the job to deliver the infrastructure Western Sydney needs.”

Minister for Roads Jenny Aitchison said:

“More than 30,000 motorists use this section of Windsor Road every day, and these upgrades will make a real difference to traffic flow, safety and travel times.

“Western Sydney families need roads that keep up with growth, and this investment will help make their journeys faster and more reliable.

“Whether it’s the school run, getting to work or visiting loved ones, locals deserve less time in traffic and more time where it really matters.

“The Minns Labor Government is continuing to build better communities, investing in critical road infrastructure, and making sure families can spend more time together rather than being stuck in traffic.”

Federal Member for Greenway Michelle Rowland said:

“This upgrade will be a game changer for our community, reducing congestion at a major choke point on one of Western Sydney’s busiest roads.

“It will help local families spend less time stuck in traffic and more time with the people they love.

“I’m proud that the Albanese and Minns Labor Governments are working together to deliver this vital upgrade for our growing community.”

Member for Riverstone Warren Kirby said:

“This upgrade to Windsor Road is necessary to support the new Rouse Hill hospital.

“As our community continues to grow, its vital major arterials like Windsor Road are upgraded.

“While the community is excited about the new Rouse Hill hospital, many have raised concerns about the impact it will have on Windsor Road.

“This upgrade is further proof the Minns Labor Government is committed to ensuring we deliver wholistic solutions to building better communities.”
