
The NSW Government has released a draft rezoning proposal that could enable up to 13,000 new homes in Westmead South, with the plans now on public exhibition.
The state-led proposal increases housing capacity from around 7,000 homes identified in Cumberland City Council’s 2024 masterplan to approximately 13,000.
Located near Parramatta CBD and Westmead Hospital, the precinct will also be served by the future Westmead Metro Station, alongside existing heavy rail, light rail and bus services.
The proposal concentrates higher-density development close to the future Metro station, with building heights ranging from two to 38 storeys. It also includes between three and five per cent affordable housing in perpetuity.
Plans also provide for almost three hectares of additional public open space, improved walking and cycling connections, new shops and businesses, and land for a future public primary school and community facilities.

The NSW Government has begun work to secure the former Sacred Heart Catholic School site and surrounding land for the future school, with its delivery to depend on population growth and student demand.
Existing heritage items would be retained, while the Tooheys Palm Estate would receive additional heritage recognition under the proposal.
The draft rezoning is on public exhibition until 5pm on 16 September 2026. Community feedback will be considered before a final recommendation is made to the Minister for Planning and Public Spaces, with the proposal expected to be finalised in 2027.
Community drop-in sessions will be held at Westmead Scout Hall on 2 September.
