
Public consultation on a major rezoning proposal for Woollahra and Edgecliff has been extended by three weeks following significant community interest in plans that could enable around 9,400 new homes in Sydney’s eastern suburbs.
The NSW Government’s draft Edgecliff–Woollahra Precinct rezoning has been on exhibition since 8 September 2026 and will now remain open for submissions until 5pm on Friday, 30 October.
The proposal covers land around the existing Edgecliff Station and the planned Woollahra Station.
Towers of Up to 34 Storeys Proposed
Under the draft planning controls, higher-density residential and commercial development would be concentrated around the two railway stations.
Maximum building heights would reach:
- 34 storeys around Edgecliff Station
- 32 storeys around the future Woollahra Station
The rezoning could enable approximately 9,400 additional homes across the precinct over the longer term.
The proposal would also require a mix of apartment types, including studios and one, two and three-bedroom homes.
The draft plan covers approximately 168 hectares and is intended to guide development over roughly the next 20 years.
Affordable Housing Contributions of Up to 15 Per Cent
The proposal includes a base 3 per cent affordable housing contribution, which would apply in perpetuity.
On selected development sites, the contribution could increase to as much as 15 per cent.
The contribution requirement is separate from the overall 9,400-home capacity and would form part of the future planning controls if the rezoning proceeds.
13 Parks and New Walking and Cycling Links
The draft master plan also includes around 3.5 hectares of new and upgraded public open space.
That would include:
- 7 new parks
- Upgrades to 6 existing parks
- A new public plaza
- Up to 9 kilometres of new walking and cycling connections
Planning controls are also proposed to retain tree canopy and increase landscaping across redevelopment sites.
Expanded Edgecliff Centre and New Woollahra Centre
Commercial and retail development would also increase under the proposal.
The plan includes a larger mixed-use centre at Edgecliff and a new local centre around the future Woollahra Station.
Together, the changes are forecast to support up to 1,000 additional jobs, along with new shops, services and community facilities.
Woollahra Council Proposes Lower-Density Alternative
The state-led rezoning has attracted opposition from Woollahra Municipal Council, which has prepared an alternative planning approach.
Council says its alternative could accommodate up to 3,600 additional dwellings, substantially fewer than the state proposal, while placing greater emphasis on existing infrastructure capacity, heritage and local urban form.
Council has also raised concerns about transport, schools, open space, tree canopy and the scale of population growth proposed under the state plan.
The NSW Government says the draft rezoning has been informed by technical studies covering transport, infrastructure, heritage, flooding, biodiversity, open space and economic impacts.
Rezoning Expected to Be Finalised in 2027
After public exhibition closes, the Department of Planning will review submissions, consider possible amendments and make a recommendation to the Planning Minister.
The proposal is currently expected to be finalised in 2027.
Woollahra is one of 74 state-led rezoning areas across NSW, which the government says collectively have the potential to enable around 257,000 homes and 236,000 jobs.
The extension gives residents and other stakeholders until 30 October to provide feedback before the proposal moves to the next stage of assessment.
