A further 15 housing projects have been declared State Significant Development in New South Wales following recommendations from the Housing Delivery Authority.
If all projects proceed through assessment and receive approval, they could deliver 4,346 new homes, including affordable housing.
Of the latest projects, 14 are located in metropolitan Sydney, while one is in regional NSW.
Nearly 500 HDA Projects Now Declared State Significant
The latest round brings the total number of Housing Delivery Authority proposals declared State Significant Development to 499.
Together, those projects have the potential to deliver more than 154,000 homes across NSW.
The figure has increased substantially over the past year. At the beginning of September, the Government reported 492 HDA proposals representing more than 152,000 potential homes.
State Significant Development status gives major housing proposals access to a state-level planning assessment pathway rather than relying solely on local council development assessment.
A declaration does not mean a project has been approved. Developers must still lodge a formal development application and complete the relevant environmental and planning assessment process.
24 Projects Approved So Far
Of the HDA projects declared State Significant, 24 proposals have now received development approval, representing more than 4,400 homes.
Of those approved projects, 11 have begun construction.
This represents further progress since the start of September, when 20 proposals had been approved, unlocking more than 4,000 homes, with 10 projects under construction.
75 Development Applications Lodged
Developers have now lodged State Significant Development applications for another 75 projects, representing around 32,400 potential homes.
Those projects remain subject to formal planning assessment before construction can begin.
At the beginning of September, 71 applications had been lodged, covering around 26,180 potential homes, meaning the active application pipeline has continued to grow during the month.
32 SSD Declarations Revoked
Not every project entering the HDA pathway ultimately proceeds.
To date, State Significant Development declarations have been revoked from 32 proposals.
Revocations can occur where a proponent fails to meet required timelines or decides not to proceed with a development.
At the beginning of September, 28 proposals had had their declarations revoked.
How the HDA Pathway Works
The Housing Delivery Authority assesses major housing proposals and can recommend that the Planning Minister declare them State Significant Development.
Recommendations are published under the Environmental Planning and Assessment Act 1979 before a formal SSD declaration is made.
Projects must then progress through the normal State Significant Development assessment process, including environmental assessment and planning review.
The latest declarations take the HDA pipeline to 499 projects with capacity for more than 154,000 homes, while the number of approved projects remains relatively small at 24.
With 75 applications now formally lodged and 11 approved projects under construction, the next stage of the program will depend on how quickly declared proposals move through assessment and into delivery.
