Construction is underway on 220 new Build-to-Rent apartments for essential workers in Annandale, with the project aimed at helping nurses, teachers, police officers, firefighters and other key workers live closer to where they work.
The development, known as The Joinery Annandale, is being delivered by NSW Government-owned developer Landcom on the former WestConnex construction site in Sydney’s Inner West.
The apartments will be offered to eligible essential workers at a discount to market rent, while the NSW Government will retain ownership of the properties. Day-to-day management will be handled by a specialist operator.
Mix of Apartments and Community Spaces
The 220 Build-to-Rent homes will include a mix of:
- Studios
- One-bedroom apartments
- Two-bedroom apartments
- Three-bedroom apartments
The development will also include communal spaces, including a rooftop terrace, ground-floor retail and commercial areas, car parking, bicycle facilities and future provision for electric vehicle charging.
A landscaped central plaza will introduce native planting, shaded seating and public art to a site that was previously used as a major construction zone.
Landcom’s broader plans for The Joinery include improved pedestrian connections between Parramatta Road and Pyrmont Bridge Road and additional housing across the precinct.
First Residents Expected From 2029
The Build-to-Rent building is expected to be completed in late 2028, subject to weather and construction conditions, with the first residents expected to move in from 2029.
Richard Crookes Construction has been appointed as principal contractor.
Early works began in August 2026, including site preparation and remediation work associated with the land’s previous industrial and construction uses.
Former WestConnex Site Repurposed for Housing
The Annandale site was identified through the NSW Government’s land audit and approved in December 2025 through the State Significant Development pathway.
The broader precinct could eventually deliver around 577 apartments, including the 220 Build-to-Rent homes for essential workers and up to 357 additional homes across future development lots.
Those additional homes are expected to include a mix of market housing and affordable rental housing, subject to future approvals and project feasibility.
Part of $450 Million Essential Worker Housing Program
The Joinery Annandale forms part of a $450 million NSW Government investment in Landcom to deliver more than 400 Build-to-Rent homes for essential workers across Sydney.
A second project is also planned in Chatswood, where Landcom is progressing around 180 Build-to-Rent apartments on a former Sydney Metro construction site.
The Annandale project is designed to give essential workers greater access to housing near major employment areas, including hospitals, schools and emergency services across Sydney’s Inner West and CBD.
Wider NSW Housing Pipeline
The NSW Government says the project forms part of its broader housing and planning program.
Current government figures show more than 80,000 homes are under construction across NSW, the highest level recorded in seven years. The state has also committed $6.6 billion to deliver 8,400 new social homes.
Once complete, The Joinery Annandale will transform a former WestConnex construction site into a mixed-use precinct combining housing, shops and public open space, with the first essential-worker tenants expected from 2029.
