Around 180 new social homes could be built on vacant government-owned land in Hurstville under a new proposal to redevelop a former rail site in Sydney’s south.
The plan would see two new residential buildings constructed on Forest Road, transforming an underused former Transport for NSW site previously used by Sydney Trains into modern social housing.
The site is located between Hurstville and Penshurst train stations, with access to shops, health services, public transport and other community facilities.
It was identified as surplus government land suitable for housing through the NSW Government’s statewide land audit.
The Hurstville proposal follows recently announced plans for around 340 homes on vacant government sites in Sydney’s Inner West.
Buildings Could Reach 10 Storeys
Under the current proposal, the new Hurstville development could be built to a height of up to 10 storeys.
The project is expected to include:
- Around 180 social homes
- Resident parking
- Landscaped gardens
- Shared communal spaces
- Modern and accessible apartments
The design is being developed to complement the surrounding streetscape and local neighbourhood.
The site covers around 6,172 square metres at 311A Forest Road, according to project information published by Homes NSW.
More Than 1,500 Households Waiting for Social Housing
The proposed development comes amid significant demand for social housing in the Georges River area.
More than 1,500 households are currently listed on the Housing Register, including more than 400 priority applicants.
The NSW Government says the new homes would help increase social housing supply in an area with strong access to transport and essential services.
The proposal forms part of the state’s broader housing program, including the A$6.6 billion Building Homes for NSW initiative and a statewide review of government-owned land that could potentially be used for housing.
Community Consultation Now Open
Homes NSW is currently seeking early community feedback before lodging a State Significant Development Application with the Department of Planning, Housing and Infrastructure.
Community feedback is open until 5pm on Monday, 28 September 2026.

Residents will have another opportunity to provide feedback when the State Significant Development application goes on formal public exhibition.
If approved, the development would convert a currently vacant government site into one of the latest social housing projects being progressed through the NSW Government’s land audit program.
