More than 30,000 Western Sydney motorists who use Windsor Road each day are moving towards less congestion, with the Minns Labor Government committing an additional $190 million in the NSW Budget to the Windsor Road upgrade at Rouse Hill.
This investment is part of our plan to provide relief now and build for the future, easing pressure on families where we can while delivering the infrastructure growing communities will need for decades to come.
This funding comes after more than a decade of underinvestment by the former Liberal National Government, which left families in North West Sydney without the infrastructure and essential services needed to support these growing communities.
The Windsor Road upgrade will ease traffic pressure on local roads, improve safety and ensure quicker and more reliable journeys for local families, workers and businesses.
And it will deliver access to the new Rouse Hill Hospital – a project that was promised to local residents three times by the Liberal National Government but never delivered.
The new hospital and road upgrade will work together to ensure local families can access world-class healthcare closer to home.
The NSW Government’s contribution to the Windsor Road upgrade totals $200 million, matching the Federal Government’s $200 million commitment to the $400 million project.
It will improve road capacity, traffic flow, safety and reduce congestion, while improving public transport connections in and around North West Sydney. This will be achieved through:
• Intersection improvements including at Windsor Road and Commercial Road
• Widening Windsor Road between Mile End Road and Commercial Road to three lanes plus a bus lane in each direction
• A new shared path along the eastern side of Windsor Road
• New and upgraded bus infrastructure including dedicated bus lanes connecting the T-way to Mile End Road
The Minns Labor Government is delivering on its commitment to a clean energy future, with Barangaroo reaching a major sustainability milestone.
The completion of the Carawatha Solar Farm in the NSW Riverina, the fourth regional solar farm supporting the precinct, means Barangaroo can now operate at net zero for decades to come.
All four solar farms are now online and generating renewable energy for Barangaroo, underpinning a first-of-its-kind 25-year green energy deal, one of the largest long-term renewable energy procurement agreements in NSW history.
It comes as Barangaroo marks its 10th consecutive year of carbon neutral certification.
This long-term commitment is delivered through a Green Product Purchase Agreement (GPPA) with CleanPeak Energy, securing guaranteed renewable energy certificates for Barangaroo at a set rate through to 2050.
Together with the solar farms at Hay, Moama and Uranquinty, the four solar farms generate around 55,000 megawatt hours of renewable energy each year, the equivalent of powering around 10,000 homes, contributing to new, additional clean energy generation to the NSW grid at a time when more capacity is needed.
Although Barangaroo has been carbon neutral for nearly a decade, these four solar farms means the precinct can secure high quality renewable energy certificates at a known, affordable cost and avoiding exposure to fluctuating market prices.
Aligned with the NSW Electricity Infrastructure Roadmap, the GPPA delivers new renewable energy generation in NSW, supporting a reliable electricity network and helping transition the state to clean energy.
The GPPA is not a traditional electricity supply contract, it secures renewable energy certificates centrally, allowing Barangaroo to benefit from renewable energy generation supplied into the NSW electricity network without requiring individual tenants to negotiate separate arrangements.
The agreement represents a $48 million investment in a sustainable future and is funded entirely through Barangaroo residents and businesses, at no cost to taxpayers.
The four solar farms are delivering significant benefits to regional NSW communities, collectively supporting around 260 construction jobs and creating approximately $20 million in construction stimulus at each site, along with ongoing operational and maintenance roles.
Barangaroo continues to set the benchmark for sustainable precinct operations and is on track to achieve its tenth consecutive Carbon Neutral certification under the Australian Government’s Climate Active program, this year.
