The Bays West Precinct is powering ahead with the Minns Labor Government today announcing thata proposal from Lendlease to redevelop part of the Bays West Precinct in Sydney has progressed toStage 2 of the NSW Government’s unsolicited proposals process.
The proposal for a mixed-use residential development at Rozelle Bay, a sub-precinct within BaysWest, has been assessed as having the potential to support the delivery of the Minns LaborGovernment’s vision for the area as a vibrant residential and entertainment precinct.
Last month, the NSW Government announced a once-in-a-generation transformation of Bays West, delivering up to 8,500 well-located homes, including a minimum of 10 per cent affordable andessential worker homes – directly above the new Bays West Metro Station currently underconstruction.
The precinct will combine new housing with a lively creative industries and night time entertainmentprecinct anchored by White Bay Power Station and public open space. The Bays West precinct willopen public access to the waterfront for the first time in more than 100 years, while maintainingworking harbour operations in White Bay.
The Lendlease proposal seeks to deliver up to 3,000 homes (including a minimum portion ofaffordable housing) and return a significant portion of the site into activated public domain.
Progression to Stage 2 allows the NSW Government and Lendlease to work collaboratively tofurther develop and assess a detailed proposal. This includes exploring issues such as value formoney, strategic alignment, risk, planning pathways and how the proposal could integrate with theprecinct-wide master planning process.
No decisions have been made about whether the proposal will proceed beyond Stage 2.
Any future consideration of the proposal will be consistent with the Government’s commitments forBays West.

Minister for Lands and Property Steve Kamper said:
“Bays West is one of the most important urban renewal opportunities in our city, and our focus isfirmly on delivering more homes close to transport, jobs and the harbour.
“Our starting point is clear: we want more well-located homes near the CBD, strong public transport connections through the new Bays Metro Station, and better access to Sydney Harbour for the community.
“Importantly, Bays West will continue to support the working harbour, major events and maritime industries that are critical to Sydney and the State.
“We are determined to ensure this transformation delivers real benefits for working people.including affordable housing and high-quality public spaces.
“Any proposal that progresses will need to clearly demonstrate it delivers the Bays West vision and serves the public interest.”
