Victoria has reported 445 new cases, taking its five-day average to 419. This compares with a five-day average of just 217 one week ago.
Of the new cases, 129 were linked to existing cases.
The surge in cases since the state abandoned its COVID-zero strategy means the state is facing a far larger outbreak than the one in NSW if the growth rate is not reduced.
There were two deaths reported.
